Rules

 

 

1. Name and home of the Association

 

The name of the Association is The Finnish International Mölkky Association (FIMA) and its home is in Lahti, Finland.

 

2. Meaning and activities

 

Meaning of FIMA is to stimulate and up date Mölkky game and with a sense of purpose to make Mölkky known in the world.

 

For its purpose FIMA:

  • arranges or gives the right to its member associations to arrange official FC- (Finnish Championships), WC- (World Championships) –and continental tournaments

-     informs its members and also outside FIMA its purposes;

  • arranges courses, meetings, lectures, seminars and discussion events, parties, events, competitions as well as camping, hiking and refressing activities concerning Mölkky;
  • prepare according to these rules the rules for Mölkky competitions and look after observing them;
  • names ”The Mölkysti” according to the suggestions by members;
  • represents its members domestic and abroad;
  • promotes co-operation specially among young people with Mölkky domestic and internationally;

                      -      practises publishing,- advicing- and other activities;

  • acts in other ways also to fullfil the meaning of FIMA.

 

For its activities FIMA can own and control premises and get wills and donations, practise cafe and restaurant business, publishing, selling memorial items and arrange lotteries and collections.

 

FIMA will supply the necessary permissions and insurances for its activities.

 

3. Members

 

Domestic associations or foreing national Mölkky associations, who accept the meaning of FIMA, can be accepted as a true members in FIMA.

 

As a supporting member can be accepted domestic or foreign privat person or community, who wants to support FIMA’s meaning and activities.

 

True and supporting members are accepted by the Government of FIMA after application.

 

As the Honorary Chairman or Honorary Member can be invited after Governments proposal a person, who has remarkably promoted and supported FIMA’s activities.

 

4. Resigning and dismissing of a member

 

A member has right to resign from FIMA by literally informing the Government or the Chairman or getting it to the minutes of meeting in Mölkkykonventti (annual members meetings).

 

The Government may dismiss a member from FIMA if the members has failed to fulfill his/her responsibilities where he/she has committed when joining FIMA or if a member by acting in FIMA or outside FIMA has remarkably damaged FIMA or doesn’t fill the demands of a member stated in the law or in FIMA’s rules.

 

A member will be considered resigned if he/she has not payed membership fee during two years.

 

 

5. Entering and membership fees

 

Entering and membership fees for domestic members will be desided by Autumn Konventti (members meeting). International fees will be decided by Mölkky Council. Honorary Chairman and Honorary Member don’t pay membership fee.

 

 

6. Administration of FIMA

 

The deciding bodies of FIMA are the Mölkky Council, two konventti (members meetings) and the Government.

 

The Mölkky Council decides those international matters mentioned in these rules. Konventti decides other matters and the Government is executive body.

 

 

7. Meetings of FIMA

 

Highest deciding body in FIMA is used by two annual Konventti (members meetings)

 

Spring Konventti is held in January-May and Autumn Konventti in September-November on day decided by the Government.

 

An extra Konventti is held when Mölkky Konventti so decides or when at least one tenth part (1/10) of members entitled to  vote so demand it for a special reason literally from the Government. An extra Konventti must be hel during thirty (30) days from that when the demand has been presented to any member of the Government.

 

All member associations are allowed to send representants to Mölkky Konventti as followes:

  • Registered associations one (1) representant per each beginning 100 members, highest 10 representants.
  • Other law fit communities mostly five (5) representants.

 

In Mölkky Konventti each representant has one vote. Honorary Chairman and Honorary member as well as supporting members have a right for precense and speak.

 

The decision of Mölkky Konventti will be, if not otherwise decided in the rules, that opinion, which get more than half of the votes. If the voting is even, the Chairmans vote will decide, in elections by lot.

 

8. The invitation for Mölkky Konvents

 

The Government has to invite members to the Konventti at least seven days before with a letter or email.

 

 

9. Mölkky Konvents

 

In the Spring Konvent the following matters will be dealed:

  1. Opening of the Konventti
  2. Choose the Chairman, Secretary, two Checkers of the minutes and two vote counters, if needed                                 
  3. Note the lawfulness and authority to decide of the Konventti
  4. Accept the dealing list for the Konventti
  5. Represent the End of Year Books, Annual Report and the report from the Auditors
  6. Decide the confirmation of the End of Year Books and freedom of the responsibility for the Government and other resposible
  7. Deal the other matters named in the invitation of the Konventti.

 

In the Autumn Konventti the following matters will be dealed:

  1. Opening of the Konventti
  2. Choose the Chairman, Secretary, two Checkers of the minutes and two vote counters, if needed                               
  3. Note the lawfulness and authority to decide of the Konventti
  4. Accept the dealing list for the Konventti
  5. Confirm the plan for action, budjet and the entering and membership fees for the next year
  6. Decide the amoung of the Government members
  7. Elect the Chairman of the Government and the other members t
  8. Elect one or two Auditors and their  vice-Auditors
  9. Deal the other matters named in the invitation of the Konventti.

 

If a member wants to get some matter to the Konventti, he/she must literally inform the Government in due time, that it can be included to the invitation to the Konventti.

 

10. Mölkky Council

 

Highest deciding body in international matters in FIMA is used by Mölkky Council.

 

All national Mölkky Associations have right to send two representants to Mölkky Counsil’s meetings and in addition to this, the country that is arranging the World Championships has two extra representants. The meeting can allow right to stay in the meeting and to speak also to other present. Mölkky Council has its meeting every year during the World Championships of Mölkky. The Government has to send invitation two months before the meeting by email.

 

In the Mölkky Council the following matters will be dealed:

 

  1. Opening of the meeting
  2. Choose the Chairman, Secretary, two Checkers of the minutes and two vote counters, if needed
  3. Accept the dealing list for the meeting
  4. Review the actions during the previous year
  5. Review to the international calender for tournaments for following year
  6. Choose the embassador of mölkky Council for the following three (3) years in the first meeting, after that every third year
  7. Decide the organizing country for World Championships
  8. Decide the organizing countries for European Championships
  9. Decide the amount of the international membership fee
  10. Deal the other matters named in the invitation of the meeting

 

 

The tasks of the President of the Mölkky Council:

To be active in touch with the international relationships and contacts, to be active in touch with the Government, develop the tournament arrangements with competition arrangers and attend the international tournaments if needed.

 

11. The Government

 

In the FIMA matters are taken care of by the Government, which forms from the Chairman and 4-8 other members chosen by the Autumn Konventti. Two extra members are also chosen and they will be always invited to the meetings and will be actual members with the right to vote, if all actual members are not in the meeting. Extra members will be numbered 1 and 2.

 

The Government and the Chairman is valid for 2 (two) calender year, so that half of the government changes every year. In the first time there will be draw, about the demission turns.

 

The Government will  choose the vice Chairman from inside the Government and from the Government or ouside secretary, treasurer and other necessary functionaries.

 

The Government will gather by the invitation of the Chairman or vice-Chairman, when they think a meeting is needed or when at least half of the members demand it.

 

The Government has the authority to decide when at least half of the members are present. Votings will be solved with single majority of votes. If votes are even, the Chairmans vote will decide, in elections lottery.

 

12. The Governments tasks are

 

  1. Lead the actions according to the decisions of two Konventti johtaa toimintaa mölkkykonventtien päätösten mukaisesti;
  2. Invite the Mölkky Konventti meetings and prepare the matters involved;
  3. Accept the members;
  4. Take care of getting money and take care of the property;
  5. Hire necessary functionaries;
  6. Names the Jury of 3-6 members to ach as the highest judges in competiotion actions and decides its period of office;
  7. Represents FIMA and
  8. Name ”The Mölkysti” according to the suggestions by members
  9. takes care of all the other tasks, which belong to the Government according to these rules and law and with are given to it by the Mölkky Council and Mölkky Konventti.

 

13. Continental Championships

 

All National Mölkky Associations can apply for arranging of Continental Championships. The application must be given at least four (4) months prior to the meeting of the Mölkky Council to the Government. Mölkky Counsil will decide the point of time of competitions.

 

The forms of the tournaments are: single, duppel, trippel or teams of 4 players.

 

The arranging country will pay commission to FIMA confirmed by the Government and pays the expenses of the President of Mölkky Council if attending the tournament.

 

14. World Championships

 

The arranger of the World Championships must fullfil FIMA’s criteria for becoming the arranger.

 

World Championships will be arranged in Finland till FIMA has 6 National Mölkky Associations as members. After that all National Mölkky Associations can apply for arranging. After this the Wolrd Championships are held anyway in Finland every third year.

 

In the World Championships there are teams of 4 players + 2 extra players.

 

The arranging country will pay commission to FIMA confirmed by the Government.

 

15. Writing the name of FIMA

 

The Chairman, vice-Chairman, secretary or treasurer has the right to write FIMA’s name. In legal matters two of the above together.

 

16. The calender period of accounts and auditing

 

The calender period of accounts is calender year. 

 

The end of year books with necessary accessories and the annual story by the Government must be given to the auditors latest three weeks before the Spring Konventti. The auditors must give their written statement latest two weeks befor the Spring Konventti to the Government.

 

 

 

17. Chancing of the rules and cancelling/finishing the FIMA

 

The decision of changing the rules and the decision of cancelling/finishing the FIMA must get at least three fourparts (3/4) of the votes. In the invitation must be mentioned the chancing of the rules or finishing the FIMA.

 

In case FIMA is cancelled, its funds will be used by the way Konventti decides. In case FIMA is finished, the funds will be used to the same kind of activity.
